Yes. The picker uses a uniform random shuffle, so every eligible comment has an equal chance.
How many comments can it load?+
It loads up to 3,000 of the most recent top-level comments per video.
Can I require an entry keyword?+
Yes. Add a keyword and only comments containing it are entered into the draw.
Does it count replies?+
It uses top-level comments. The duplicate filter also keeps each person to a single entry.
Why can't it load comments for some videos?+
If comments are disabled or the video is private, YouTube provides no comments to draw from.
